On March 16, 2004, the New York State Senate passed a package of legislation that would give New York the toughest, most comprehensive anti-terrorism laws in the nation, including bills to fight cyber-terrorism, agri-terrorism and bio-terrorism.

| Stepping up to the podium, Senator Hoffmann defines the crime of agri-terrorism. A person is guilty of agri-terrorism if he or she deliberately alters crops to make them toxic, introduces a pathogen to livestock or infects crops with a pathogen, virus or bacteria that will destroy them. |
